How to Get to CARDS

Copies from all original documents are submitted in Macedonian, as well as originals and copies translated in English and one original statement from an authorized notary, that proves the validity of the documents.


What documents need to be submitted for CARDS?
Under Calls for proposal a Consortium (i.e. the lead applicant and partners) must submit the following documents: application Form (including the budget and long frame annexes) in one original and 4 copies and CVs of the main staff members involved in the implementation of the project.  The lead applicant must submit one original and 4 copies of its statue or articles of association; court registration, signed Statement of Partnership and Declaration (s.c. Section IV) and financial records for the past year (usually financial report. Each partner organization in the Consortium must submit statute or articles of association and signed Statement of Partnership. Statue or articles of association and court registration are submitted in copies of the original documents in Macedonian language (or official languages of partners), originals or copies of the translations to English language and one original statement of authorised notary, verifying validity of above-mentioned documents. A Diskette/CD-Rom with the full Application Form and annexes must also be submitted.

Tender procedure is managed in two rounds. First, organizations forming the Consortium must submit documents to prove it economic, technical and professional standing. These include: application form (one original and three copies), declaration letters from all partners, documents proving that the organizations are not in situations described in Section 2.3.3. of the Practical guide to contract procedures financed from the General Budget of the European Communities in the content of external actions such as Court registration, registration in the Statistics Bureau, document from the Court that the lead applicant’s activities are not prohibited and that there are no actions to erase the organization form the Registry of citizens associations and foundations, certificate from the State Unit for Public Revenues that the applicant has paid all social security contributions and taxes, All these documents are submitted in copies of the original documents in Macedonian language, originals or copies of the translations to English language and one original statement of authorised notary, verifying validity of above mentioned documents. A signed sworn statement from the partner organization must also be added to the application.

If the Consortium is short-listed the following documents must be submitted based on submitted Terms of references for the tender: tender submission form, statements of exclusivity and availability for international and local team members, tenderer's declarations for the lead applicant and partner organization, financial identification form, organisation and methodology (including rationale, strategy, timetable of activities and long frame), key experts (list of names of key experts, CV of each key expert (with diplomas and references).
